In the times when serious questions are being raised over the financial functioning of the governments, Pell grants are one of the rare tools that still are in service to worthy people from the government’s end. The allegations on the government functioning cannot be overruled flatly—particularly in the backdrop of the financial meltdown in, and since, 2008.

The increasing cry over the rising unemployment and the complementary austerity measures all over the western world is not baseless. It is seriously felt now than any time in the past that there must be a balance between the macro policies serving the nation as a whole and the careful steps at the micro ground level.

The costs of education are at an all-time high. No one without a strong financial support can lead his or her education to the higher standards. On the one hand, concerns are expressed about the falling standards of the performance in science and mathematics in the US schools. On the other, the education system itself is not fairly inclusive for the students of poor and middle strata.

So, if the elected authorities are to address the issue not only related to the economically poor students, but also that of quality in performance, they have to make the schools more inclusive. Talent and competence don’t come with silver spoon in mouth. Rather, they are often accompanied by the struggles for making the ends meet.

If the social processes are not made inclusive, the likes of Occupy Wall Street and other forms of over-assertive student movements are to result naturally. These movements may lead to political instability in due course. So, it is time to recall the era of Welfare State again, and to give due weightage to Pell grant and other welfare measures in the federal budget and planning.

Before the governments respond to the popular cries, students can still seek opportunities for education through the state financial help. They have to be competitive to qualify for these; have to be persuasive with their utmost care and attention.
